Description: 
Key areas of responsibility:
As a member of the Senior Management Team, contribute to:
  • Leadership of HEKS/EPER Lebanon
  • Support the development of an organisational culture of quality that reflects our mandate, values, promotes accountability and high performance, creativity and innovation
  • Help establish, maintain, and improve active and regular working relationships with key actors such as: host government authorities, partner agencies including humanitarian and development donors, local and international NGOs
  • Play an important role in identifying potential needs and in providing relevant and accurate information/data so to support business development initiatives and fundraising
  • Ensure that program monitoring and evaluation systems are in place and adequate to the task
  • Provide a leadership and coordinating role on crosscutting programmatic issues
  • With the current set-up of HEKS/EPER Lebanon, She/he will also support the CD for any administrative and financial tasks of the Country Office
Strategic Planning
  • Provide overall strategic and operational leadership to the CO
  • Contribute to HEKS/EPER Lebanon Country Strategic Plan, Regional Strategic Plan, Country Annual Reports, Partnering Strategy, and other key strategic planning documents as required
  • Ensure strong communication with staff members and partners
  • Ensure clear process in place for tracking and reporting on progress against deliverables
  • Lead on internal and external project/programme evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with the Country Delegate
Coordination, advocacy and representation
  • Lead external representation with all relevant donors and the Lebanese government
  • Share operational and technical learnings with Working Groups
  • Identify key opportunities
Programme delivery and technical harmonisation
  • Lead operational planning for the delivery of activities
  • With the Country Delegate, ensure the design and development of emergency and development programmes of a high quality that contribute the Country Office’s strategies and plans
  • Ensure that programme implementation is managed closely through the rigorous use of structured, updated workplans, indicator tracking sheets and approved monitoring & evaluation plans
  • Ensure regular progress monitoring is taking place at different levels in coordination with other agencies
  • Oversee knowledge sharing between partners (including Activity Info), and ensure that monitoring and evaluation results are understood and used to programme implementation
  • Maintain clear overview of technical assistance requirements for all consortiums and ensure appropriate levels of technical support are provided to consortium partners
  • Manage relationship with any contracted service providers
  • Conduct regular field monitoring of activities
Budget Management and compliance
  • Ensure that all projects progress in accordance with donor and HEKS/EPER compliance requirements, within time and on budget
  • Oversee budget for all projects/consortium, ensuring partner expenditures are in line with agreed budget. Work closely with the Financial consultant in this regard
  • Monitor expenditure, forecasting and financial performance
  • Ensure timely preparation and submission of reports to donors, ensuring full review by internal stakeholders and partners as required
  • Identify and effectively manage all key risks related to the programme in coordination with consortium partners
Staff Development
  • Assist in developing job descriptions and recruiting staff
  • Work with the Country Delegate to ensure the appropriate training of current staff and the comprehensive orientation of new staff
  • Ensure that regular, high quality staff performance monitoring and evaluations are conducted for all staff
Emergency Response Management
  • In coordination with the Country Delegate, maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Working Group system
  • Provide support in the development of funding proposal for the Middle East region (e.g. Iraq, Syria) after the approval of Lebanon Country Delegate
Our ideal candidate
  • Extensive experience of working within a management role within a complex country programme in Lebanon
  • Significant experience leading strategic planning and in programme design and proposal development
  • Previous experience of managing programme teams (including local partner’s teams)
  • Education to MSc/MA level in a relevant subject or equivalent field experience
  • Minimum of 5 years’ experience in an NGO environment, including experience directing and implementing programs in both emergency and development contexts
  • Experience in sectors such as livelihoods, Shelter, food security and WASH
  • Specific experience of designing and managing consortia projects is desirable
  • Experience of managing multi-donor, multi-site programmes (including OCHA, ECHO, DFID)
  • Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
  • Demonstrated ability to set up learning and development processes for local partner
  • Proven ability of mentoring and coaching
  • Experience of senior level representation
  • Ability to write clear and well-argued assessment and project reports
  • Excellent written and oral communication skills
  • Proven ability to influence change at an operational and strategic level
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English and Arabic
  • The capacity and willingness to be extremely flexible
