Job Overview/Summary:
To manage  IRC Fleet unit in-line with IRC  strategies and in compliance with IRC procedures, processes and Manuals  - along with insuring  a high quality service provision that meets all the requirements at all levels (Safety and Security, Environment, Program activities, Operations, efficiency, effectiveness, cost-efficiency and other related requirements).
In cooperation with the Fleet officer and Fleet Manger, the dispatcher primarily role is focused upon managing the drivers and conducting country level fleet management activities for and on behalf of IRC. The role will work closely with the Fleet officer and drivers along with the Safety department to providing the support with responsibility for fleet management activities. As such, this role will require fleet management experience as well as excellent communication and organizational skills.
Major Duties and Responsibilities:
  • Supervise the drivers directly
  • Report to Fleet officer
  • Work closely with the fleet officer to manage, evaluate and monitor drivers.
  • Ensure to apply the  weekly movement plan prepared by the Fleet officer for all staff in a proper, efficient and effective way and transfer the  weekly movement plan to the drivers in a very clear and fair way
  • Work closely with the drivers to provide all the support and fulfill their needs and requirements in cooperation with the Field logistics officer.
  • Ensure that vehicles are physically  inspected on daily basis  and record the condition of the vehicles
  • Ensure that vehicles are always equipped with tools and safety equipments
  • Collect all the movement data and come up with analysis data for improvement and development.
  • Establish and upkeep vehicle files and records on daily basis
  • Ensure to control the delivery and collection of vehicle keys on daily basis
  • Ensure that log books are recorded properly  on daily basis
  • In coordination with the Fleet officer, carry out regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, drills on safety driving, defensive driving, etc.
  • Responsible for implementation and adaptation of IRC Lebanon standard vehicle policies and procedures in Tripoli  field office
  • Implement and direct IRC standard vehicle policies and procedures, with particular attention to safety and security issues; ensure vehicle inspections for safe working order is done on routine basis.
  • Ensure drivers are knowledgeable for all the main and necessary areas and locations within North governor.
  • Possibility to Conduct ongoing visits to IRC operational sites to assess the fleet matters and provide support when needed
  • Close inspection for vehicle fuel forms for refueling and keeping accurate record and monitoring system on fuel consumption and ensure accurate tracking system for fuel consumption for vehicles is in place
  • Ensure that vehicles are well maintained and that all necessary repairs to the fleet are carried out in timely and efficient manner.
  • Ensure that all accident information is recorded and all accident matters are well managed.
  • Establish and upkeep vehicle files and records.
  • Ensure that all drivers and vehicles documentations are updated and available in the vehicles
Documentation and Reporting:
Collect all fleet related information (Log books, fuel, accidents, etc..) and provide them to the fleet officer to prepare all fleet reports,  analyze the figures and provide an analytic study for the outcomes
Staff Management, Training and Development:
  • Provide all the support needed to the drivers and look into their requirements and needs
  • Provide regular and timely performance feedback and perform documented semi-annual performance reviews.
  • Coach and mentor staff with the aim of strengthening their technical capacity, adhering to IRC policies, procedures and regulations specific to supply chain and exchanging knowledge within the team and providing professional development guidance with support from the Fleet officer.

  • Position Reports to:  Fleet officer
  • Position directly supervises: Drivers
Other Internal and/or external contacts:
  • Internal: Beirut Main office fleet manager and Sr. Logistics manager
Job Requirements:
  • Relevant university degree or technical diplomas  
  • 3 to 5 years relevant field experience in logistics management, preferably with humanitarian or development organizations
  • Proven computer literacy in MS Word, MS Excel MS Outlook and related programs required.
  • Ability to plan, prioritize, coordinate and perform multiple tasks simultaneously.
  • Ability to work in a cross-functional environment
  • Spoken and written fluency in English and Arabic essential.
  • Willingness to put in extra hours as required.
  • Valid national driving license
  • Full knowledge for Driving policies and procedure according to the Lebanese driving law

The position will be based in Beirut with frequent travel to Field Sites
